Jeff comes to Delaware Greenways with over 40 years experience in transportation planning and traffic engineering. His experience includes 17 years with the Pennsylvania Department of Transportation and 23 years with Orth-Rodgers and Associates, Inc, a transportation planning and engineering firm. At Delaware Greenways, he is responsible for transportation planning and traffic engineering initiatives and is currently managing the Scenic Conservation Plan for the Brandywine Valley.

Jeff holds a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh and a Master of Civil Engineering degree from Villanova University and served as President of the Mid-Colonial District of the Institute of Transportation Engineers. He is a licensed Professional Engineer in Delaware, Pennsylvania, and New Jersey. He lives with his wife of 30 years in St. Davids, Pennsylvania. They have two grown daughters, four grandchildren and a great granddaughter.


Becca Manning

Becca graduated from the University of Delaware with a major in Wildlife Conservation.  After obtaining her degree, she persused her carreer as an artisinal cheese maker, studying in places such as Chile, Washington State and Vermont.  Becca is also the co-founder of The Table at Brandywine, a farm to table event planning business. Becca is excited to bring her knowledge of agricultural and passion for connecting communities to local, sustainable food to Historic Penn Farm.


Gabrielle Vicari

Gabrielle brings her considerable experience in writing, editing, and content management to Delaware Greenways, as well as her knowledge of historic preservation planning, Delaware's historic narrative, and comprehensive research and survey methods.  She was previously employed as a research assistant for the Delaware Byways program at the Center for Historic Architecture and Design, where she worked intensively with heritage tourism planning, community engagement, and publication composition and design.  Her other projects have included public education curricula, primary and secondary source analysis, writing tutoring, and diverse broadcast assignments.

Gabrielle holds a B.A. in History with minors in English and Journalism and an M.A. in Historic Preservation, both from the University of Delaware.  She is also certified in the Section 106 review process.  She lives in Doylestown, Pennsylvania, and is an avid bookworm, knitter, and curator of her music collection.

Candice brings years of experience in non-profit planning  to Delaware Greenways as the Program Manager for the See You Outside program.  She has worked on public programming at several organizations in the Philadelphia area such as Stenton, Historic Germantown, and Chester County Historical Society. Candice has spent the past two years working to preserve Delaware's unique cultural and natural resources through her work for the Delaware Byways program at the University of Delaware. While working as a research assistant with the Center for Historic Architecture and Design, Candice completed her M.A in Historic Preservation and a certificate in Museum Studies.  

In 2007, Candice earned her B.S. in Architectural Studies from Philadelphia University with a minor in Historic Preservation and Photography. Candice also works as a cultural resources consultant with a planning firm in West Chester, PA.

Donna provides all levels of administrative support for the Delaware Greenways office and volunteers.  Recently relocated from Central New Jersey with her husband and daughter, she previously worked as assistant to the Executive Director of Somerville, NJ where she was primarily responsible for coordinating 56+ events per year for the Main Street, USA community.  She also provided executive support to Mayor and Council and more than 200 businesses comprising the Special Improvement District (SID) of the town. 

Donna is an avid animal advocate and sat on the Board of Directors for the Friends of Somerset Animal Shelter (FOSRAS) for over 9 years.
